The Tenth Division Lookout (十番隊望楼, Jūbantai-Bōrō) is located high over Rider City in the Human World.
Overview[]
The "Lookout", as it is called by Shinigami in Soul Society, is a construct commissioned and built by Captain Raian Getsueikirite and the other members of the Tenth Division, to serve as their base of operations in the Human World. It sits high in the sky, directly above their jurisdiction of the Human World, "District 1200", Rider City.
Raian had it built following the events of the War of the Worlds, to prevent Shinigami like Tadoku Getsueikirite from ever starting rebellions under the nose of Soul Society, on the Human World.
It is the only construct in the Human World built completely of Reishi, and, therefore is unable to be seen or interacted with by Humans who lack spiritual power. Through Kidō, Raian has also made it impossible for Human airplanes to fly near the Lookout.

Deep inside the Lookout exists a room, built into it by Raian, which, when opened, leads one directly into a unique section of the Dangai Precipice World. In this dimension, a day in the outside world is a year on the inside (meaning one minute would equate to around six hours). Entrance to the dimension must be approved by the 10th Division's captain, though this approval is rarely granted.
Raian states that the room is a way for those who are trying to master their Bankai to master it in a shorter time, while still gaining the standard ten years experience. In this way, it is somewhat superior to Urahara's version.
Influences[]
The Lookout was clearly influenced by Kami's Lookout from the hit manga and anime series, Dragon Ball and Dragon Ball Z, by Akira Toriyama.
