Quincy =/= Captains[]
You seem to miss that Quincies have a philosophy that contrasts with Shinigami. Why in all fresh hell would a Quincy be made a Captain of the Gotei 13? Do not just do things because it sounds unique and new. They have to make sense within the universe established by Tite Kubo. --Seireitou-shishō
