The Budōkai (武道界, "World of Martial Arts") is the collective term that denotes the network of dojos spread across the Rukongai all throughout the Soul Society. Among the various specialties, the most prominent crafts that are studied by these schools generally fall under Hakuda and Zanjutsu. While they are loosely associated with one another, an annual summit meeting between the head masters is held at Ryōzanpaku, the center of the Budōkai.

Ryōzanpaku (遼斬魄 (リョウザンパク), literally "Severing the Distance between Souls") is the center of the Budōkai. It is a large palace city that serves as the headquarters for all the martial arts schools that are aligned together under the banner of the Budōkai. While it was originally hidden in order to avoid detection, it had surfaced in the mountainous region of the thirty-third Rukongai district, Ryūgawa. It consists of a massive palace in the shape of a city, similar to the castle setting of Seireitei, which hosts an annual summit meeting between the head masters of the allied dōjōs.

In the Chinese tale of the Water Margin, Ryōzanpaku is the place where the 108 Stars of Destiny regarded as their stronghold as well as the location where they would train together at Liangshan (梁山). The mountain that the city resides in this fictional work is suggested to be a parallel to Mount Liang.
