Kūmei (空名 False Reputation) are an unique organization which appear to be plotting for an unique purpose. Rather than target the Gotei 13 and overthrow the world, they appear to wish to show the falseness of the world, and are assumed to have plans with the Central 46 and other forms of government across the realms.

Members

Leadership

Sanken (散見 Being seen here and there) are the three leaders who govern the entirety of the membership and the like of Kūmei. They are regarded as monstrous beings, with centuries behind them. Each one of them is a colossal threat to Soul Society; having in some way, shape or form, helped shape Soul Society to what it is today.

Mitsuō's Faction

Mitsuō's faction consists of a number of his own creations, some of which have been extensively modified to fulfill specific roles in the organization. These are his Reigai and Hollowfied Shinigami.

Covert Faction

The Sanmittai (三位一体 Trinity) are three individuals who operate across all the realms, providing key information for Kūmei and their attacks. They are all sufficiently powerful individuals, who are indebted to the Kūmei.

Kagerou's Faction

Kagerou's faction aren't necessarily a named faction, but more of simply peculiar individuals which Kagerou has recruited into the Kūmei as military assets.
