The Jouin (上院, Senate) is an advisory body within Heisekai that aids the ruling monarch in the governing of the realm. Thirty members comprise it.

The Jouin is a senate-like body comprised of twenty-four regular members, known as Inquisitors and six others, known as the High Inquisitors who direct the proceedings. The senate vote on the policies of Heisekai on behalf of the current King or Queen, who also act as the King or Queens advisor's and trusted council.
