The Genryūsai Declaration (元柳斎宣言, Genryūsai Sengen) was a resolution adopted by the Gotei 13 after years of the Soul Society's slow decline following irrecoverable casualties and damage in the Quincy Blood War. Named in honor of Genryūsai Shigekuni Yamamoto, the first and most-famed Captain-Commander, it outlined a plan by which the Shinigami could regain their pride and ensure the safe circulation of souls forevermore.
Under its implementation, the East Branch launched a devastating coup and quickly seized dominance within the Soul Society. All military branches were roughly modernized and their training and practices updated; though traditional nomenclature and ceremony were kept (at least in spirit), some was adopted from the practices of both the Wandenreich and Sōsuke Aizen's Arrancar army in order to increase their efficiency. Areas such as Silbern, in Soul Society's "shadows", were quickly colonized and put to use; while the likes of Hueco Mundo quickly had outposts and garrisons established to both monitor and potentially cull the Hollow population as needed. The institution of Substitute Shinigami was drastically expanded, serving as the Soul Society's foothold and representatives in the Human World before a larger-scale occupation could begin; recruitment of ordinary humans or Fullbringers into the ranks of the shinigami quickly became more and more commonplace, as did (on occasion) Arrancar or former Quincy.
The status of the Five Noble Houses, the Royal Guard, or even the Soul King under the Declaration is currently known.
An unknown individual refers to it and its aftermath as the mortal sin (大罪 taizai) of the Soul Society, as opposed to the Original Sin.
The declaration consisted of 108 resolutions, the implementation of which resulted in the Soul Society achieving its current state. However, while 104 are commonly known and posted throughout the Daireitei, the remaining four are only known to select individuals. Of them, only one has been revealed: "never again shall a Shinigami be trusted as a guardian of souls".

Implementation and Aftermath[]
The Declaration was officially declared and implemented 100 years after the Quincy Blood War, during the 100-day long period of sunlight created by Ichibē Hyōsube during his battle with Yhwach. The Soul Emperor and the Shiba Clan had been gathering support and forces in the Rukongai, and at the beginning of those hundred days peacefully stormed the Seireitei and occupied the First Division and the Central 46. Following the successful disarmament of the Shinigami present, their appointed Captain-Commander and his followers introduced and read out the Declaration to the whole of Soul Society.
When it reached its crescendo, the Soul Emperor reportedly used his power to destroy the Soul King Palace, forcibly ejecting the Zero Division and all other inhabitants into the Soul Society proper. The resulting battle saw most of the Royal Guard executed, while Hyōsube was subjected to the same process that had subdued the Soul King in the past, effectively being turned into a tool for the new Soul Society's benefit.
