The Crown Council (クラウン・カウンシル, Kurauno Kaunshiru)^[cite] is an entity within Reverse London, which may operate independently from the Top of Horns. They meet within a room known as the "Central Table." Presumably, it is where laws concerning Dragons are made, as Sullivan Squire insinuated that the reason Billy Banx Jr. was outside the door to the Central Table was related to the recent incident involving his two subordinates.
