I mean, the dead ones don't necessarily even need to be replaced. I'm personally just saying Mayuri needs to either join them or die. Only necessary one is the sword guy.

- If at all possible I'd like for Mizuko Hamada to be a supporting character as a captain, but if it doesn't work out it doesn't work out.
- I can Reprise Atsumu as a member of the coven.
I would like to put forward a new character as a lower level captain if possible, think like komamura or soifon during the original soul society arc level, but overall Chitose would be my main.
I would like Chitose Wasuchiru to remain involved. If for no other reason than to call shonen a smarmy Nazi again.
From the sounds of it, protags are the gotei, kiddo corps is the antagonists, and we don't know how many third parties we want.
To Be Honest, if we aren't immediately focusing on the captains, we can honestly get away with really not bothering to mention the ones that aren't filled yet. Focus on the divisions that will be filled out, and if there are a few divisions that don't have captains they just aren't relevant yet. If they do become relevant, then note whether that slot has been filled yet.
I know I've been dead as long as any of the other people in the last FC were, but I figure I should put my thoughts in on this. Because I do enjoy the general concept of an FC. One of the major reasons the last one died so hard was the sheer size of it. The story started off so big and bloated there was really no way to go with it. There was little to no hook because everyone wanted to start off fighting with their big strong guys. The captains would have wrecked the Gotei 13 hands down, hell in some cases a single one likely could have solo'd the entire Gotei 13. So the enemies had to be even more stupidly strong to make them challenging.
It may be better to focus on the smaller scale skirmishes in the beginning, not throwing out the entire war at once. Maybe start with a series of smaller rps, showcase the threat, then build them up. Instead we got a hey these guys are strong, I'm not going to have a strong one, but not the strongest one, take out your "strongest" guy because he's strong. It's frankly kinda boring.
Build the threat, don't state it.
Lastly, something I have noticed in every attempt at an FC here, though this easily applies to NF and other RP sites. The Captain slots don't all need to be filled. It's entirely reasonable that the Soul Society couldn't find an entire new captain roster in a couple decades, considering how rare captain level souls are. Forcing all of them to be full forces the whole scale up problem that fanons have to get worse, while also diverts focus away from other characters that would be more useful to the plot. It also encourages obsession with making the strongest character possible, so you can be relevant at the highest tiers of power. It's just kinda detrimental to the plot at that point.
Agree or disagree with me, that's up to you guys. But that's my opinion on the matter.

I mean, we aren't necesarrily required to win these as the Gotei. Which is why I brought up the retreat option. Cause sometimes it's smarter to back off and try again later.
To be fair, Chitose's shikai is one hell of a trick, one that Z isn't dumb enough to let me actually win with though.
