If the idea for the Association is to promote Kidou generally throughout the Gotei 13, then it's likely that the Kidou Corps has persisted as an organization, despite its lack of leadership.
I don't imagine there'd be many left; at least not those who'd be highly knowledgeable or skilled. Considering the Coven specifically targeted Kazuya it's safe to assume they did the same to anyone amongst the senior membership of the Kido Corps who didn't agree with them, simply because it would be too dangerous to leave them alone. With that in mind it would be fresh recruits or low-ranked members left, at least that's the way I see it.

This would mean the 9th Division has two allied organisations: Seireitei Communication and the understaffed Kido Corps. The SKA was proposed in the meeting as a thing Shinigami would do as volunteers in their free time, so that it didn't clash with their existing duties. In that way its actually similar to a club like the Shinigami Men's Association or Shinigami Women's Association. That said, if the remnant Kido Corps where folded into the 9th Division, it would be one way of addressing the manpower issue the 9th had in the aftermath of Dawn of the Coven; they got hit hardest, after all.
