If everyone in Soul society and Bleach in general speaks Japanese then how do the Shinigami, Quincy or other characters operate in other places of the world that speak other languages? Surely other countries besides Japan exist in universe.

They don't. A West Branch was confirmed a while ago that handles the western parts of the human world. But more to the point, many manga are centered in western themed universes, but because they're manga, of course they speak Japanese. This isn't something you question usually in works of fiction, especially manga and anime.
