I am completely on board. I think a mix of Kidou experts from all divisions is great. I would prefer for it to be called Shinigami Kidou Association, since that seems to follow more closely with canonical terminology.

If N has nothing planned for Kazuya Kuchiki now that Sajin has taken the reigns as Captain, this may be the ideal thing for him to take charge of considering what he already brought to the 9th Division. You could work it into why he stepped down in the first place; unless N planned to kill him off, that is.

Regardless, I'll sign Kenji up to this group. As I outlined above a little, Kazuya impacted the 9th Division with his Kido knowledge, and Kenji studied under him as so many did. He could do this to follow his former Captain )should N agree to the above) or as a means to continuing the latter's legacy (should he die).

Hmm.. I could indeed let Kazuya die, he's been drifting about and not truly been useful in any large capacity beyond offering flashy displays at the drop of a hat. Allowing him to die would be a way to give him a graceful exit and impact the Gotei 13 as a whole, giving them a more personal stake in things. It'd also allow me to realistically keep most of the changes made to the 9th Division. It also fits nicely in that the meaning of the White Poppy is "Oblivion".
