Unfortunately I doubt that anyone on here can read kanji fluently. (I almost recognize the first character, but then... yeah nope. Nevermind).

I would suggest going to the pic's source and asking the original artist, if you can find them. Also, I would not use other people's artwork without asking them first, if I were you.

Oh, btw. About Nanto district: I seriously doubt they have cars, asphalt, skyscrapers, factories, and power lines in the Soul Society. I'd suggest finding some different pics.
